Customs Update

Bruno Fransman, Strategic Trade Initiatives Manager at Honeywell Automation & Control Solutions and Pieter Haesaert, managing partner at customs4trade have been asked to update the members of the ’Beroepsvereniging voor Boekhoudkundige Beroepen’ on customs issues.  Seen the recent developments  on MASP & PLDA, there will be a lot to talk about.  

The sessions will take place in 7 different locations (Aalst, Waregem, Gent, Ruddervoorde, Antwerpen, Beringen, Leuven) during the month of January 2009.

Prepare yourself for the electronic customs declaration

The Belgian federations of technology, manufacturing and chemical industry Agoria and Essenscia are shortly organizing information sessions on MASP (Multi Annual Strategic Plan) and PLDA (Paperless Customs in Belgium). These sessions will take place in October and November on different places in Belgium. Trainers are Pieter Haesaert and Ann Vissers of customs4trade.
The PLDA program is aimed at bringing electronic customs into the European Union by gradually replacing the paper customs procedures. The deadlines for the realization of the MASP is 1 July 2009. The sessions will focus mainly on the introduction of the electronic customs declarations for import and export and the related pre-departure and pre-arrival declaration enabling customs to carry out a risk analysis. These changes will affect many companies, even those using simplified procedures and may lead to changes in internal procedures.

Sessions on 24th October (Brussels), 28th October (Ghent), 5th November (Liège) and 18th November (Antwerp) 2008.

24-hour advance manifest for China

From January 1st 2009 all cargo bound for China will be subject to the 24 hours advance manifest rule.

A manifest is a document that lists all cargo carried on a specific vessel. According to the new regulation, carriers undertaking shipments to China must submit manifest details to Chinese customs 24 hours before a ship arrives at the port of loading anywhere in the world. All airfreight carriers will be required to submit full manifest electronically 4 hours before departure.

Upon screening of manifest data received, the Chinese customs will advise back to the carrier whether or not the cargo can be allowed into China. Only if customs feedback is positive, the cargo will be accepted on board a ship. Under no circumstance, the carrier will be allowed to load cargo on board if manifest filing is rejected by Chinese customs.

The loss of  24 hours to the current manifest filling of 48 hours will have a significant impact on the way carriers handle their documentation and operations for shipments bound for China. The shipping lines and their clients will be forced to adjust their internal workflow in order to meet the different time scale required by this new rule.Only the US and Canada have enforced such rules so far in order to prevent arms and ammunition from entering through the sea route.

Geharmoniseerd Systeem: workshop

Als professional weet u dat het Geharmoniseerd Systeem (GS) in 2007 grondig wijzigde.  In totaal werden 354 wijzigingen doorgevoerd, met een focus op technologieproducten.  De opvolging en interpretatie van de goederencodes vergt de nodige tijd en energie bij de afwerking van uw werkdossiers.  Een correcte screening en bepaling van de goederencodes levert u niet alleen tijdswinst op, maar brengt ook geld in het laatje: wist u immers dat een foutieve inschatting van goederencodes een verschil van 14% invoerrechten in de EU kan uitmaken ?

Le Système Harmonisé: workshop in french

La Convention sur le Système Harmonisé (SH) de désignation et de codification des marchandises de l’Organisation Mondiale des Douanes est appliquée dans 97% des échanges internationaux.  La plupart des pays ayant un important volume d’échanges l’utilisent comme base de leur tarif douanier national ainsi que de leurs  nomenclatures statistiques commerciales à l’importation et à exportation.

Cette formation vous propose une méthode d’utilisation cohérente et fonctionelle de la Nomenclature du SH.  Elle vous facilitera le classement des marchandises relatives aux échanges internationaux.  Elle vous permettra également d’évaluer les opportunités et les inconvénients que le SH constitue pour l’entreprise.
