Updated EU Dual-use List Effective December 31, 2019

The updated EU list of Dual-use items1 entered into force December 31, 2019 and sets up a community regime for the control of exports, transfer, brokering, and transit of dual-use items. The list was updated in order to ensure full compliance with the latest changes in internationally agreed dual-use controls, namely to the Wassenaar List of Dual-use Goods and the Missile Technology Control Regime (MTCR) Equipment, Software and Technology annex. There were no changes to the Nuclear Suppliers’ Group (NSG), Australia Group (AG), or Chemical Weapons Convention (CWC) lists.Dual use export controlsA summary of the changes for each section of Annex I was published by the European Commission on October 17, 2019. Industries particularly affected by the changes include Automotive, Aerospace, Chemicals, Electronics, Information Technology & Services (ITC), and Pharmaceuticals. Exporters are advised to review the impact of these list changes on their product classifications.

1The updated EU List of Dual-use list was published on December 30, 2019 in issue L338 of the Official Journal of the European Union and is in annex I of Commission Delegated Regulation (EU) 2019/2199 of October 17, 2019, amending Council Regulation (EC) No 428/2009 of May 5, 2009.
